When you reach the top of the Motozaka Slope, you’ll see a big bench in front of you. To the right you’ll see big trees and birds, and to the left you’ll see the brick building of the old library of the Hakodate branch of the Hokkaido Development Commissioner and the old Hakodate local government building, and behind them is the old Hakodate municipal hall. It is also said that in the Muromachi Period (1336-1573) this was the site of the Box Hall of Masamichi Kono from the wealthy Kono family, and was the site of every era’s main government building. Every winter it comes alive as the main site of the colourful events of the Hakodate Winter Festival.
